Is EQIP Worth It? A Real Conversation Between Grower & TSP

Kurt Grimm, CEO of NutraDrip, isn’t just helping growers install drip irrigation—he’s also a grower himself. In this case, he’s the one receiving EQIP (Environmental Quality Incentives Program) funding to install a subsurface drip system on his own farm. To help others understand how the process works, Kurt sat down with John Maxwell of Maxwell Irrigation, a certified Technical Service Provider (TSP), to talk through the ins and outs of EQIP from both the farmer and TSP perspective. 

What stage of the project are we in, and what was today’s visit all about? 

John Maxwell explained that this visit was part of the final sign-off for the EQIP project. As the TSP, he was on-site to confirm the system was installed properly—checking pressures, flow rates, and overall setup. His role was to make sure everything matched the specifications required by NRCS, which is a crucial step before the paperwork can be submitted and EQIP funds released.

What is EQIP and why would a farmer use it?

EQIP stands for the Environmental Quality Incentives Program, offered through the USDA’s NRCS. It’s a cost-share program that helps farmers improve environmental outcomes on their operation—like reducing water use, improving efficiency, or minimizing runoff. In Kurt’s case, EQIP made it possible to upgrade from a center pivot to a more efficient subsurface drip system. 

Where does EQIP fit well-and where doesn’t it fit? 

EQIP works especially well for farmers looking to upgrade older, less efficient irrigation systems—like flood irrigation near creeks or high-runoff areas. These types of projects tend to rank higher in EQIP’s evaluation system. However, if a farmer already has a sprinkler system or isn’t located in a high-priority area, their application may not rank as far up. EQIP isn’t guaranteed—there are more applicants than available funds—so not every project gets approved. 

What is a TSP, and what responsibility do you take on when you sign off as one? 

A Technical Service Provider (TSP) is certified by NRCS to design and oversee conservation practices. John explained that he had to meet specific requirements to become certified for this type of irrigation practice (NRCS Practice Code 441). His role includes designing the system, ensuring it’s installed to NRCS specs, and certifying the final work. When a TSP signs off, they take on liability for the design and installation, confirming that the project is eligible for reimbursement through EQIP. 

Why would a farmer choose not to use EQIP? 

The main reason is the timeline and paperwork. Approval can take one to two years, and the process involves detailed design work, multiple steps, and lots of documentation. Some farmers may find the process too slow or cumbersome, especially if they need to move quickly on a project or don’t want to deal with federal program requirements. 

How do farmers qualify for EQIP? 

No. Qualification is based on a ranking system that considers factors like existing irrigation type, proximity to water bodies, and environmental impact. Fields with high runoff risk—such as flood irrigation near creeks—often rank higher. Farmers with existing sprinkler systems or lower environmental impact may not qualify. Plus, even strong applications aren’t guaranteed funding, since EQIP has limited dollars to distribute each year.
